(MTNL) Project Title: Integrated Information Systems Environment through the Implementation and Development of an Enterprise Information Architecture for Mahanagar Telephone Nigam Ltd. of India Project Description: In 1997, Mahanagar Telephone Nigam Ltd. (MTNL), an operating division of India’s Department of Telecommunications, was investigating technologies that could enhance their business processes and efficiencies as a telecommunications supplier in India’s booming and increasingly competitive telecommunications sector. Oracle Corporation was in touch with MTNL; as a leading information management company specializing in the provision of information technology products and services to major government and business enterprises, they were keen to have MTNL explore the development and implementation of an information systems planning framework and Enterprise Information Architecture as an answer to the organization’s IT goal. During discussions with MTNL about the concept, Oracle then approached the US Trade and Development Agency for funding support. Global Resources provided an independent review and assessment of the pilot project concept. Oracle had proposed a five-stage process and through its partnership program, Oracle staff planned to work with designated MTNL personnel to implement the consultancy project which concluded with the installation of the advanced information systems. After the completion and publication of a “first cut”, Oracle committed to conduct reviews and implement enhancements to ensure the appropriate customization; at that time, the project scope called for a strategy to be developed by the Oracle/MTNL team to ensure that the proposed model could change and continue to support MTNL as its business processes and needs redefine over time. Global Resources worked closely with MTNL and the Oracle team to ensure that plans, organizational commitments and costs (both hard costs and soft costs in terms of MTNL’s staff time) were well understood by all parties. We also reviewed the project scope to ensure that MTNL would be exposed to industry reference models, in addition to Oracle’s concepts. Provisions were made so that if MTNL was not pleased with the installation, it would be easily removed with no adverse or residual effects. Further, we recommended that Oracle ensure it mapped MTNL’s current and future applications environment into the framework information architecture, so that the product could be used over time. In this case, our work facilitated funding for a feasibility study and pilot project that helped a US supplier expose an overseas customer to its products and services, while helping an Indian organization learn – in real time and through technology transfer – about internationally-available software tools that could improve business processes and efficiencies as they competed in an increasingly dynamic and evolving ICT sector.
