![]() Country: Vietnam Client: Ministry of Finance Project Title: Infrastructure Assessment Assistance Program Project Description: In 1997, Oracle Corporation approached the US Government, seeking funding for a pilot project that would provide a new information technology system for the Vietnam Ministry of Finance (MoF). The MoF had instituted a major institutional improvement program to increase the efficiency of state financial management, to modernize state revenue, expenditure, and public expenditure management, and to improve the tax administration system. Technical and advisory services were being provided by many organizations, and substantial funds for the program were being provided through Asian Development Bank and World Bank sources. The project’s major objective was to build up a modern financial information system that would meet the most urgent requirements of Vietnam’s economy in its transition period. As part of the major infrastructure build-out, the Ministry wanted to test possible hardware and financial software systems, and evaluate different technology transfer and staff training methodologies, so that they could determine the best requirements for the broader national infrastructure project. At the time, many of Vietnam’s difficulties in meeting its government’s current financial obligations stemmed from financial mismanagement, outdated procedures, a lack of decentralized information distribution and communication, and time delays which were inherent in systems relying on the manual transfer of data. Oracle Corporation had come forward with a project plan that appeared to meet the technical challenges. Global Resources was asked to review Oracle’s project concept in light of the MoF’s long term project and national objectives. As we reviewed the context, it was evident that sound technical solutions were recommended. However, given the highly decentralized and long-term nature of the project, two key questions emerged: How would Oracle ensure that all staff who needed to use the system understood its capabilities? How would work at multiple MoF offices be redefined so that system efficiencies could be captured? Global Resources worked with Oracle to ensure that the project answered these questions regarding institutional capacity and staff development, thereby ensuring multi-department productivity gains and organizational familiarity with new work processes. In this way, the organization could be better prepared for initial and future installations, and more effective technology transfer could ensue.
